臺南市議會第3屆第12次臨時會9日於新營民治議事廳召開，大會由主席郭信良議長主持，市長黃偉哲率市府各局處首長列席。大會首日獲全體議員支持，一致通過對俄羅斯譴責案，以表達南市議會強力反對俄羅斯對烏克蘭發動戰火傷及無辜眾生，成為全國第一個公開譴責俄羅斯武力侵犯烏克蘭暴行之議會。

第12次臨時會於開幕後，隨即進行程序委員會審定結果報告、三讀議案第一讀會等議程。對於市府自行制定臺南市太陽光電設施設置監督管理辦法並發布，大會決議一併交由法規委員會審查。大會亦針對111年度臺南市總預算首長特別費相關預算解凍案，及111年度觀旅局總預算案附帶決議事項，進行討論。有關觀旅局觀光旅遊軸帶建設規劃費解凍與否，待3月18日討論；此外，除社會局、勞工局首長特別費解凍條件部分有關自治規則，需完成查照及備查法定程序後始得動支，其它單位皆符合解凍條件。

日前市府向程委會提出57件提案，另建設市提14號案有關文化部文化資產局核定本市「臺南水道百年水源地歷史現場運作展示及教育推廣」計畫，因具急迫需要，逕付大會交付聯席審查。全部總計58案，其中54案為墊付款案，補助款854,073,000元，配合款195,110,000元，墊付金額總計1,049,183,000元，將於本次臨時會審查。綜合議員意見，主席裁示原則上若無違悖相關法令或滯礙難行之處，請南市政府於本次會期結束前，將上半年度之墊付案改成追加減預算，不留待明年再轉正。

第12次臨時會議程摘要如下：10日上午審墊付款案，10、11日下午聯席審查110年第二預備金動支數額表；11日上午及17日下午聯席審查墊付款案及臺南鐵路立體化延伸案；14日上、下午分別安排「活動中心運作收費及支用情形」以及「臺南市市場處業務」專案報告，3月18日閉幕。

The twelfth ad hoc meeting of the third session of Tainan City Council was held on March 9, presided over by Speaker Kuo Hsin-liang. Mayor of Tainan City, Huang Wei-che, and various department heads were also present. On the first day of the meeting, a motion was passed–supported unanimously by all councilors–to condemn Russian invasion of Ukraine, and for ensuing civilian casualties and humanitarian issues. Tainan City Council is the first local municipal council in Taiwan to publicly blow the whistle on Russia for its attack on Ukraine, a noted European democracy.

The agenda draft presented by the Procedural Committee, along with a results report and the first reading of the three-reading motions, were reviewed by the Council. With respect to Tainan City Government’s peremptorily enacting “Supervision and Management Protocol for Tainan City Solar Power Facility Installation,” the Council ruled to present it to the Legal Affairs Committee for further review.

Chairman Kuo also decided that, should there be no violations found, or challenges needing to be addressed, the fifty-eight motions to be reviewed shall be handed over to the Tainan City Government for follow-up execution, as the disbursement motions of the first half of the year are to be processed as budgetary adjustments; these motions shall not be tabled until next year for official apportionment.

The meeting minutes of the twelfth ad hoc meeting are as follows: program advance payments and extension project of the Tainan Railway Development for joint review on the morning of March 11; and on the afternoon March 17; “Activity Center Operation Fee Collection and Budget Use” and a project presentation by “Tainan City Market Administration Office” are to be reviewed on the morning and the afternoon of March 14, respectively. The Council closes the session on March 18.
